WHERE IS TOOLS MENU EXCEL 2007

In Excel 2007, how do I change the direction my cell selector moves upon pressing Enter?
I believe it used to be under Tools, Options… There was a drop-down menu where I could select Left, Right, Up, or Down and that’s where the selector would move when I pressed Enter. Now, in Excel 2007, the selector is moving to the Right but I can’t figure out how to switch it to move Down instead.
Click on the circle in top left corner with the office logo on it.
At the bottom of the pop up window click excel options and then advanced. Its the first thing on that list
