What (free of charge) network benchmark programs exist for Windows networks?
Novell used to supply an excellent LAN throughput benchmark program called PERFORM2 and PERFORM3. It could be run from multiple stations simultaneously (under the command of one station). It wrote and read data to a NetWare server using IPX/SPX. It was an excellent tool for measuring individual and aggregate throughput.
Does such a tool exist for use on Windows TCP/IP local area networks?
I am not sure if that what you are looking for or not, but there is third party network grapher and network monitoring tools
some of them are free like MRTG (oss.oetiker.ch/mrtg), cacti (www.cacti.net), some cost money like PRTG (www.paessler.com/prtg/)
